Making the Recreational Trails Program Work

After receiving numerous calls from BlueRibbon Coalition (BRC) members in various states requesting assistance in developing projects to be funded by the Recreational Trails Program (RTP), Clark Collins and I contacted virtually all the state RTP directors to check the vitality of motorized grants.
Many state RTP program directors responded with a common complaint that most, if not all, of their motorized grant monies were going unused because few people were applying for off- highway vehicle (OHV) projects.

The sad theme of that response is the main reason that I have undertaken the job of RTP Team Leader for the Coalition. Having worked on federal, state, county, and city managed OHV recreation grant projects in California for a number of years, I plan to share this expertise with user groups and agencies throughout the country who want to get motorized projects identified and funded.

We are finding that some of the problem comes from land managers who view this program primarily as a source of funding for non-motorized trails. Some states have OHV programs, that they utilize for motorized projects, but the RTP is practically the only source of funding for non-motorized trails. While we don't object to the fact that part of the money is earmarked for non-motorized trails, we do object to its' not being considered for motorized trails too. That's just not fair, when the funding comes from off highway fuel use taxes.

The bottom line is that the RTP's potential to fund multi use trails is largely unrealized. The following is a list of the state RTP administrators. BlueRibbon Coalition members should contact your RTP administrator if you haven't already. Tell them you want to work with them and your local trail providers on trail improvement projects in your area. Then contact me through the BlueRibbon Coalition main office at (800) 258-3742. I'll help you through the process to get this trail money, on the ground - in your area - on trails you can use.

I attended the BLM 2.0 Listening Session in Sacramento yesterday on behalf of the BlueRibbon Coalition.  As many of you know, this is part of the BLM's ongoing effort to improve the management of the nation's public lands by working more efficiently with the public and partners. Both the Denver and Sacramento meetings provided an overview of the effort as well as facilitating group discussion on methods to improve the BLM's planning process.
