RTP Update: Conferees Hammer Out Compromise on Highway Funding Bill

Greg Mumm, BRC's Executive Director, called this morning, and he reports that U.S. House and Senate conferees have hammered out a final highway funding bill. A vote is expected late this week. As you know, taxes you pay when you fill the tank on your OHV and snowmobile are made available to manage OHV and snowmobile use via the RTP program. The RTP program must be re-authorized each time Congress passes a new highway bill. Greg says the House/Senate conference has kept the RTP program intact, but has everyone scratching their heads on the details. One new provision allows states to opt-out of the program if they want. Greg told me it is "good to see the program continue, but it is unclear how it will change under this authorization."

Remember, the RTP program is NOT about diverting gas taxes to non-highway projects. Its about putting the taxes you pay at the pump to the trails and snowmobile areas you use.

Today's Land Use Update was a blast to write. There are a lot of really great things happening to protect your recreational access. Among the items is news that the House passed the provision offered by Congressman Paul Cook  that would save the Johnson Valley OHV Area (A.K.A the Hammers). The provision now moves to the Senate. (Cook served as an Marine infantry officer, and during his time in combat, he was awarded the Bronze Star and two Purple Hearts) Also in this update are two items of legal sweetness. We received an urgent action alert from the folks at the Outer Banks Preservation Association (OBPA). The OBPA folks are trying to keep one of the last remaining Outer Bank beaches open for vehicles. The U.S. Senate is considering a bill that would stop the National Park Service from closing Cape Hatteras National Seashore to vehicle access. BRC's Greg Mumm is working with the OPBA on this issue and said it is distressing to see the wealthy foundations treat both visitors and local recreational users in such a shabby way. Mumm noted;‬‬

This morning we received an important update from Jeff Bates, President of the Grand Mesa Jeep Club, about a really fun way to oppose the closure of over 62% of the roads and trails in the BLM's Grand Junction Field Office. Jeff is working with local reps from the Colorado Off Highway Vehicle Coalition and other local OHV groups on a Public Lands Pizza Party. Jeff says the idea is to make fighting for trails fun – and fattening! The event is scheduled for Tuesday, June 18th, 2013 at the community building at the Mesa County Fairgrounds...
